Political scientists usually say that liberal democracies needs similar enough culture to function properly. But a country like India is the antithesis of such a political model. A liberal democracy where the chance of 2 people that come in contact being able to talk to each other being 20%.
People usually attribute it to population that is susceptible to propoganda and hence the undeveloped national consciousness(national as in nation state, not the Indian nation). Our founding fathers were well aware of this and made necessary measures to prevent the development of national aka regional consciousness aka Hindustani Muttification Project. They tried to delay the creation of linguistic states as much as they can even though it failed. Schools were to say the national anthem and all indians are my brothers and sisters pledge. National figures and symbols were told to be adored and respected.
However you can use this same susceptibility that the founding fathers used to your advantage in here. The feeling of alienation, otherness, fear, doubt, inwardness, xenophobia, etc.. can be seeded amongst the masses using the propogation of fake propoganda that spreads much better than the former type of propoganda. And now the 2019 elections will be the perfect time to spread such fake news. You can make up news to antagonise indians with each other-muslims against hindus, south indians against north indians, biharis against gujjews, kannadiggas against tamils, etc... and so on. Don't worry about fact checking websites. Very few people and even then they rarely double check what they read online unless its out of the laws of nature while fake news about biharis getting beaten up for their ethnicity in TN or biharis raping and kidnapping kids is easier to spread and believable. Fake news is much easier to spread now thanks to internet.
